By April 2021, the changes to off-payroll working rules in the private sector, known as IR35, will come into play, and businesses must have made a decision on whether the contractors they work with are inside or outside of IR35. 
 
However, HMRC recommends that businesses carry out a case-by-case assessments for each and every contract role or consultancy engagement, so, as far as the tax man is concerned, business could easily end up with a combination of the two. It isn’t so black and white after all.
